三、對2018年政府工作的建議

What we propose for the work of government in 2018.

（一）深入推進(jìn)供給側(cè)結(jié)構(gòu)性改革。

Stepping up supply-side structural reform

堅持把發(fā)展經(jīng)濟著力點放在實體經(jīng)濟上，繼續(xù)抓好“三去一降一補”，大力簡政減稅減費，不斷優(yōu)化營商環(huán)境，進(jìn)一步激發(fā)市場主體活力，提升經(jīng)濟發(fā)展質(zhì)量。

In economic development we need to focus on the real economy. We will continue to cut overcapacity, reduce excess inventory, deleverage, lower costs, and strengthen areas of weakness. We will take big steps to streamline administration and cut taxes and fees, keep improving the business environment, and further energize market entities, to increase the quality of economic growth.

發(fā)展壯大新動能。

We will develop powerful new growth drivers.

做大做強新興產(chǎn)業(yè)集群，實施大數(shù)據(jù)發(fā)展行動，加強新一代人工智能研發(fā)應(yīng)用，在醫(yī)療、養(yǎng)老、教育、文化、體育等多領(lǐng)域推進(jìn)“互聯(lián)網(wǎng)+”。

We will create big, strong, industrial clusters in emerging industries, implement the big data development action plan, step up next-generation artificial intelligence R&D and application, and do more to promote the Internet Plus model in many fields like medical care, eldercare, education, culture, and sports.

明顯降低家庭寬帶、企業(yè)寬帶和專線使用費，取消流量“漫游”費，移動網(wǎng)絡(luò)流量資費年內(nèi)至少降低30%。

We will significantly lower the rates of home broadband, and corporate broadband and dedicated internet access services; domestic data roaming charges will be abolished, and rates for mobile internet services will be cut by at least 30 percent.

加快制造強國建設(shè)。

We will speed up work to build China into a leader in manufacturing.

繼續(xù)破除無效供給。

We will continue cutting ineffective supply.

今年再壓減鋼鐵產(chǎn)能3000萬噸左右，退出煤炭產(chǎn)能1.5億噸左右，淘汰關(guān)停不達(dá)標(biāo)的30萬千瓦以下煤電機組。

This year, we will further cut steel production capacity by around 30 million metric tons and coal production capacity by approximately 150 million metric tons. Coal-fired power generating units with a capacity of less than 300,000 kilowatts that fail to meet standards will be closed.

深化“放管服”改革。

We will deepen the reforms designed to delegate powers, improve regulation, and provide better services.

工程建設(shè)項目審批時間再壓減一半。

The time it takes for a construction project to get government approval will again be halved.

進(jìn)一步減輕企業(yè)稅負(fù)。

We will further lighten the tax burden on businesses.

全年再為企業(yè)和個人減稅8000多億元，促進(jìn)實體經(jīng)濟轉(zhuǎn)型升級，著力激發(fā)市場活力和社會創(chuàng)造力。

These measures will, over the year, reduce taxes on businesses and individuals by more than 800 billion yuan, promote the transformation and upgrading of the real economy, and do much to unleash market vitality and public creativity.

大幅降低企業(yè)非稅負(fù)擔(dān)。

We will slash non-tax burdens on businesses.

繼續(xù)階段性降低企業(yè)“五險一金”繳費比例。

We will continue the policy of lowering the share paid by businesses for contributions to old-age pension, medical insurance, unemployment insurance, workers' compensation, maternity insurance, and housing provident fund schemes for the time being.

（二）加快建設(shè)創(chuàng)新型國家。

Moving faster to make China a country of innovators

把握世界新一輪科技革命和產(chǎn)業(yè)變革大勢，深入實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略，不斷增強經(jīng)濟創(chuàng)新力和競爭力。

The latest global revolution in science and technology and industrial transformation are trends we must be on board with. We will do more in implementing the innovation-driven development strategy, and keep on making the Chinese economy more innovative and competitive.

加強國家創(chuàng)新體系建設(shè)。

We will improve national innovation systems.

加強霧霾治理、癌癥等重大疾病防治攻關(guān)，使科技更好造福人民。

We will strengthen efforts to reduce smog and prevent and cure cancers and other serious diseases, thus making science and technology do more to benefit the people.

落實和完善創(chuàng)新激勵政策。

We will act on and improve policies that stimulate innovation.

促進(jìn)大眾創(chuàng)業(yè)、萬眾創(chuàng)新上水平。

We will see the nationwide business startup and innovation drive is taken to the next level.

（三）深化基礎(chǔ)性關(guān)健領(lǐng)域改革。

Deepening reforms in fundamental and key areas

以改革開放40周年為重要契機，推動改革取得新突破，不斷解放和發(fā)展社會生產(chǎn)力。

We will, drawing on the important momentum generated by the 40th anniversary of reform and opening up, endeavor to make new breakthroughs in reform, and continue to unleash and develop productive forces.

推進(jìn)國資國企改革。

We will advance the reform of state capital and SOEs.

支持民營企業(yè)發(fā)展。

We will support the development of private enterprises.

完善產(chǎn)權(quán)制度和要素市場化配置機制。

We will improve property rights systems and mechanisms for market-based allocation of the factors of production.

深化財稅體制改革。

We will continue structural fiscal and tax reforms.

健全地方稅體系，穩(wěn)妥推進(jìn)房地產(chǎn)稅立法。改革個人所得稅。

We will improve local tax systems, and prudently advance legislation on real estate tax. We will reform the personal income tax.

加快金融體制改革。

We will speed up reforms in the financial sector.

推進(jìn)社會體制改革。

We will advance institutional social reforms.

健全生態(tài)文明體制。

We will build a more robust system for developing an ecological civilization.

（四）堅決打好三大攻堅戰(zhàn)。

Fighting three critical battles

要圍繞完成年度攻堅任務(wù)，明確各方責(zé)任，強化政策保障，把各項工作做實做好。

To fulfill our key annual tasks, we need to make everyone involved clear about their responsibilities, strengthen policy implementation, and ensure that every element of work is done to good, solid effect.

推動重大風(fēng)險防范化解取得明顯進(jìn)展。

We will strive for notable progress in forestalling and defusing major risks.

嚴(yán)厲打擊非法集資、金融詐騙等違法活動。

There will be a serious crackdown on activities that violate the law like illegal fundraising and financial fraud.

防范化解地方政府債務(wù)風(fēng)險。

We will forestall and defuse local government debt risk.

加大精準(zhǔn)脫貧力度。

We will step up targeted poverty alleviation.

今年再減少農(nóng)村貧困人口1000萬以上，完成易地扶貧搬遷280萬人。

This year, we will further reduce the poor rural population by over 10 million, including 2.8 million people who are to be relocated from inhospitable areas.

推進(jìn)污染防治取得更大成效。

We will work to make greater progress in addressing pollution.

今年二氧化硫、氮氧化物排放量要下降3%，重點地區(qū)細(xì)顆粒物（PM2.5）濃度繼續(xù)下降。

This year, we will cut sulfur dioxide and nitrogen oxide emissions by 3 percent and achieve a continuous decline in PM2.5 density in key areas.

嚴(yán)禁“洋垃圾”入境。

We will completely prohibit garbage from being brought into China.

（五）大力實施鄉(xiāng)村振興戰(zhàn)略。

Making strong moves in the rural revitalization strategy

科學(xué)制定規(guī)劃，健全城鄉(xiāng)融合發(fā)展體制機制，依靠改革創(chuàng)新壯大鄉(xiāng)村發(fā)展新動能。

Plans will be designed and the institutions and mechanisms needed to achieve integrated urban-rural development will be improved. We will rely on reform and innovation to build powerful new growth drivers for rural development.

推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革。

We will advance supply-side structural reform in agriculture.

培育新型經(jīng)營主體，加強面向小農(nóng)戶的社會化服務(wù)。

We will cultivate new types of agribusiness and improve commercial services catering to small agricultural households.

全面深化農(nóng)村改革。

We will deepen all rural reforms.

落實第二輪土地承包到期后再延長30年的政策。

We will implement the policy extending second round rural land contracts by another 30 years upon their expiration.

探索宅基地所有權(quán)、資格權(quán)、使用權(quán)分置改革。

We will experiment with separating the ownership rights, qualification rights, and use rights for rural land designated for housing.

推動農(nóng)村各項事業(yè)全面發(fā)展。

We will promote the full development of all programs in rural areas.

穩(wěn)步開展農(nóng)村人居環(huán)境整治三年行動，推進(jìn)“廁所革命”。

We will take steady steps in carrying out a three-year campaign to improve rural living environments, and continue the Toilet Revolution.

（六）扎實推進(jìn)區(qū)域協(xié)調(diào)發(fā)展戰(zhàn)略。

Making solid progress in the coordinated regional development strategy

塑造區(qū)域發(fā)展新格局。

We will create a new landscape in regional development.

加強對革命老區(qū)、民族地區(qū)、邊疆地區(qū)、貧困地區(qū)改革發(fā)展的支持。

We will step up support for reform and development in old revolutionary base areas, areas with large ethnic minority populations, border areas, and poor areas.

壯大海洋經(jīng)濟，堅決維護(hù)國家海洋權(quán)益。

We will strengthen the maritime economy, and resolutely safeguard China's maritime rights and interests.

提高新型城鎮(zhèn)化質(zhì)量。

We will pursue better-quality new urbanization.

今年再進(jìn)城落戶1300萬人，加快農(nóng)業(yè)轉(zhuǎn)移人口市民化。

This year, another 13 million people will be registered as permanent urban residents, and we will speed up work on granting permanent urban residency to people from rural areas living in cities.

新型城鎮(zhèn)化的核心在人。

Satisfying the needs of the people is what new urbanization is all about.

（七）積極擴大消費和促進(jìn)有效投資。

Actively increasing consumption and promoting effective investment

增強消費對經(jīng)濟發(fā)展的基礎(chǔ)性作用。

We will strengthen the fundamental role of consumption in driving economic growth.

推進(jìn)消費升級，發(fā)展消費新業(yè)態(tài)新模式。

We will promote consumption upgrading and develop new forms and models of consumption.

將新能源汽車車輛購置稅優(yōu)惠政策再延長三年，全面取消二手車限遷政策。

We will extend preferential policies on purchase tax on new-energy vehicles by another three years, and rescind all local policies that restrict sales of non-local second-hand vehicles.

創(chuàng)建全域旅游示范區(qū)，降低重點國有景區(qū)門票價格。

We will create integrated tourism demonstration zones, and lower ticket prices at key state tourist sites.

發(fā)揮投資對優(yōu)化供給結(jié)構(gòu)的關(guān)鍵性作用。

We will enable investment to play the pivotal role in improving the supply structure.

今年要完成鐵路投資7320億元、公路水運投資1.8萬億元左右，水利在建投資規(guī)模達(dá)到1萬億元。

This year will see 732 billion yuan invested in railway construction and around 1.8 trillion yuan invested in highway and waterway projects; the scale of investment in ongoing water conservancy projects will reach 1 trillion yuan.

（八）推動形成全面開放新格局。

Creating a new landscape in all-around opening up

進(jìn)一步拓展開放范圍和層次，完善開放結(jié)構(gòu)布局和體制機制，以高水平開放推動高質(zhì)量發(fā)展。

China will further expand the scope and raise the quality of its opening up; the structure, layout, institutions, and mechanisms for opening up will be improved, and we will used high-standard opening up to generate high-quality development.

推進(jìn)“一帶一路”國際合作。

We will advance international cooperation under the Belt and Road Initiative.

加大西部、內(nèi)陸和沿邊開放力度，拓展經(jīng)濟合作新空間。

We will expand opening up in the western region, inland areas, and border areas, creating new opportunities for China's economic cooperation with other countries.

促進(jìn)外商投資穩(wěn)定增長。

We will promote a steady growth in foreign investment.

加強與國際通行經(jīng)貿(mào)規(guī)則對接，建設(shè)國際一流營商環(huán)境。

We will strengthen alignment with international business rules, and foster a world-class business environment.

實施境外投資者境內(nèi)利潤再投資遞延納稅。

Overseas investors will be granted tax deferral for the reinvestment of profit made in China.

鞏固外貿(mào)穩(wěn)中向好勢頭。

We will consolidate the healthy trend toward stable growth in foreign trade.

擴大出口信用保險覆蓋面，整體通關(guān)時間再壓縮三分之一。

We will expand the coverage of export credit insurance, and shave another third off the total time taken for customs clearance.

促進(jìn)貿(mào)易和投資自由化便利化。

We will promote trade and investment liberalization and facilitation.

中國主張通過平等協(xié)商解決貿(mào)易爭端，反對貿(mào)易保護(hù)主義，堅決捍衛(wèi)自身合法權(quán)益。

China calls for trade disputes to be settled through discussion as equals, opposes trade protectionism, and will resolutely safeguard its lawful rights.

（九）提高保障和改善民生水平。

Doing more to ensure and improve people's wellbeing

要在發(fā)展基礎(chǔ)上多辦利民實事、多解民生難事，兜牢民生底線，不斷提升人民群眾的獲得感、幸福感、安全感。

We will, in line with economic growth, do more to directly benefit the people, address the difficulties that affect their lives, and ensure that their basic living needs are met. Our aim is to help people feel more satisfied, happier, and more secure.

著力促進(jìn)就業(yè)創(chuàng)業(yè)。

We will focus on boosting employment and business startups.

要健全勞動關(guān)系協(xié)商機制，消除性別和身份歧視，使更加公平、更加充分的就業(yè)成為我國發(fā)展的突出亮點。

We will improve labor relations consultation mechanisms, put an end to gender and identity discrimination, and work to make fairer and fuller employment an outstanding highlight of our country's development.

穩(wěn)步提高居民收入水平。

We will steadily increase people's incomes.

提高個人所得稅起征點，增加子女教育、大病醫(yī)療等專項費用扣除，合理減負(fù)，鼓勵人民群眾通過勞動增加收入、邁向富裕。

We will raise the personal income tax threshold and create expense deductions for items like children's education and treatment for serious diseases, appropriately lightening burdens, and encouraging our people to increase their incomes and achieve prosperity through hard work.

發(fā)展公平而有質(zhì)量的教育。

We will develop fair, high-quality education.

兒童是民族的未來、家庭的希望。要多渠道增加學(xué)前教育資源供給，運用互聯(lián)網(wǎng)等信息化手段，加強對兒童托育全過程監(jiān)管，一定要讓家長放心安心。

Children are the hope of their families and the future of our nation. We will increase the supply of preschool educational resources through multiple channels and us the internet and other IT-based approaches to strengthen oversight over the whole process of childcare provision, making certain that parents can have peace of mind.

實施健康中國戰(zhàn)略。

We will implement the Healthy China strategy.

提高基本醫(yī)保和大病保險保障水平，居民基本醫(yī)保人均財政補助標(biāo)準(zhǔn)再增加40元，一半用于大病保險。

We will raise the basic medical insurance and serious disease insurance benefits. Per capita government subsidies for basic health insurance for rural and non-working urban residents will be increased by 40 yuan, half of which will be used for the serious disease insurance scheme.

更好解決群眾住房問題。

We will better address people's housing needs.

啟動新的三年棚改攻堅計劃，今年開工580萬套。

We will launch a new three-year renovation plan to address housing in rundown urban areas, starting with construction this year on 5.8 million units.

加快建立多主體供給、多渠道保障、租購并舉的住房制度，讓廣大人民群眾早日實現(xiàn)安居宜居。

We need to speed up the establishment of a housing system with multiple types of suppliers, multiple channels for housing support, and encouragement for both renting and purchase, so that more people will soon have a place to call home.

強化民生兜底保障。

We will strengthen efforts to meet people's basic living needs.

穩(wěn)步提高城鄉(xiāng)低保、社會救助、撫恤優(yōu)待等標(biāo)準(zhǔn)。

We will steadily raise urban and rural subsistence allowances, social assistance benefits, and benefits for entitled groups.

打造共建共治共享社會治理格局。

We will development a new model of social governance based on collaboration, co-governance, and common gains.

加強社會信用體系建設(shè)。

We will strengthen work on building the social credit system.

創(chuàng)新信訪工作方式，依法及時解決群眾合理訴求。

We will develop new approaches to handling public complaints, and see that the justified demands of our people are addressed promptly in accordance with law.

推進(jìn)平安中國建設(shè)，嚴(yán)密防范和堅決打擊暴力恐怖活動，依法開展掃黑除惡專項斗爭。

We will continue the Peaceful China initiative, take strict preventive measures against violent and terrorist activities and see them firmly stamped out, and launch a campaign to crack down on organized crime and local mafia in accordance with law.

為人民過上美好生活提供豐富精神食糧。

We must provide rich cultural nourishment to help our people to live better lives.

進(jìn)入新時代，政府工作在新的一年要有新氣象新作為。

Entering a new era, the government's work in the new year must bring new steps and make new advances.

全面推進(jìn)依憲施政、依法行政。

All governance will be exercised in accordance with the Constitution and the law.

人民政府的所有工作都要體現(xiàn)人民意愿，干得好不好要看實際效果、最終由人民來評判。

Ours is a government of the people, and everything we do should reflect their will. Whether we've done a good job only the outcomes can tell and ultimately it is for the people to judge.

全面加強黨風(fēng)廉政建設(shè)。

All initiatives to improve Party conduct and ensure clean government will be strengthened.

政府工作人員要廉潔修身，勤勉盡責(zé)，干干凈凈為人民做事，決不辜負(fù)人民公仆的稱號。

All government employees must cultivate personal integrity and have a strong work ethic and sense of responsibility; we must keep our hands clean and work hard for the people, and never fail to live up to the name of the people's public servants.

全面提高政府效能。

All aspects of government performance will be improved.

廣大干部要提高政治素質(zhì)和工作本領(lǐng)，求真務(wù)實，干字當(dāng)頭。

We in government need to improve our political integrity and professional competence, be realistic and pragmatic, and make doing our top priority.

中華民族是一個和睦相處、團結(jié)溫暖的大家庭。我們要堅持和完善民族區(qū)域自治制度，全面貫徹黨的民族政策。

The Chinese nation is a big family in which we live together in peace, unity, and amity. We will uphold and improve the system of regional ethnic autonomy and fully implement the Party's polices on ethnic groups.

面對國家安全環(huán)境的深刻變化，我們要以黨在新時代的強軍目標(biāo)為引領(lǐng)，牢固確立習(xí)近平強軍思想在國防和軍隊建設(shè)中的指導(dǎo)地位，堅定不移走中國特色強軍之路，全面推進(jìn)練兵備戰(zhàn)工作，堅決有力維護(hù)國家主權(quán)、安全、發(fā)展利益。

Faced with profound changes in the national security environment, we must treat the Party's goal of building stronger armed forces for the new ear as our guide, and firmly uphold the guiding position of Xi Jinping's thinking on strengthening the armed forces as we develop national defense and the armed forces. We will stick to the Chinese path in strengthening our armed forces, advance all aspects of military training and war preparedness, and firmly and resolvedly safeguard national sovereignty, security, and development interests.

各級政府要采取更有力的舉措，支持國防和軍隊建設(shè)改革，使軍政軍民團結(jié)始終堅如磐石、始終根深葉茂。

We, at every level of government, must take more effective measures to support the development and reform of our national defense and armed forces, so that the unity between government and the military and between the people and the military is always strong as stone, and deeply rooted as an evergreen.

我們堅信，香港、澳門一定能與祖國內(nèi)地同發(fā)展、共繁榮。

We have every confidence that Hong Kong and Macao will develop and thrive together with the mainland.

堅決維護(hù)國家主權(quán)和領(lǐng)土完整，絕不容忍任何“臺獨”分裂圖謀和行徑。

We will remain firm in safeguarding China's sovereignty and territorial integrity, and will never tolerate any separatist schemes or activities for "Taiwan independence."

團結(jié)凝聚力量，實干創(chuàng)造未來。

Unity gives us strength; good solid work will shape our future.
