President Xi Jinping on Monday called for efforts to develop China into a world leader in science and technology. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, said as China strives for prosperity and rejuvenation, it needs to devote great energy to promoting science and technology, and endeavor to be a major world center for science and innovation. Xi said the circumstances, challenges and missions are pressing. He called on the country's science and technology personnel to grasp the main trends, seize opportunities, face problems squarely, and rise to challenges. Xi said they should aim for the frontiers of science and technology, lead the direction of its development, shoulder the heavy responsibilities bestowed by history, and be vanguards in innovation in the new era.

他強(qiáng)調(diào)，中國(guó)要強(qiáng)盛、要復(fù)興，就一定要大力發(fā)展科學(xué)技術(shù)，努力成為世界主要科學(xué)中心和創(chuàng)新高地。形勢(shì)逼人，挑戰(zhàn)逼人，使命逼人。我國(guó)廣大科技工作者要把握大勢(shì)、搶占先機(jī)，直面問(wèn)題、迎難而上，瞄準(zhǔn)世界科技前沿，引領(lǐng)科技發(fā)展方向，肩負(fù)起歷史賦予的重任，勇做新時(shí)代科技創(chuàng)新的排頭兵，努力建設(shè)世界科技強(qiáng)國(guó)。

Xi noted that since the 18th CPC National Congress in 2012, China has been adhering to the Party's leadership over the cause of science and technology, striving toward the goal of developing China into a science and technology power, sticking to the path of innovation with Chinese characteristics, inspiring creativity vitality through deepened reform, stressing the key role of talent in innovation-driven development, and integrating itself into a global network of innovation. Historic, holistic, and structural changes have taken place in China's science and technology sector. China's strength in this field is undergoing a transition from quantity accumulation to quality leap, and from breakthroughs in certain fields to improvement of systematic capabilities, Xi said.

A new round of scientific, technological, and industrial revolutions are reshaping the world domain of innovation and global economic structure. The impact of science and technology on a country's future and the people's wellbeing has never been so profound as today, he said.

習(xí)近平指出，進(jìn)入21世紀(jì)以來(lái)，全球科技創(chuàng)新進(jìn)入空前密集活躍的時(shí)期，新一輪科技革命和產(chǎn)業(yè)變革正在重構(gòu)全球創(chuàng)新版圖、重塑全球經(jīng)濟(jì)結(jié)構(gòu)。科學(xué)技術(shù)從來(lái)沒(méi)有像今天這樣深刻影響著國(guó)家前途命運(yùn)，從來(lái)沒(méi)有像今天這樣深刻影響著人民生活福祉。

Calling innovation the primary driving force of development, Xi said efforts must be made to ensure "high-quality science and technology" to underpin the development of a modernized economy.

Xi required integration of the internet, big data, and artificial intelligence with the real economy, advance fundamental transformations of the industrial pattern and enterprise forms in the manufacturing and move Chinese industries up to the medium-high end of the global value chain.

推進(jìn)互聯(lián)網(wǎng)、大數(shù)據(jù)、人工智能同實(shí)體經(jīng)濟(jì)深度融合，推動(dòng)制造業(yè)產(chǎn)業(yè)模式和企業(yè)形態(tài)根本性轉(zhuǎn)變，促進(jìn)我國(guó)產(chǎn)業(yè)邁向全球價(jià)值鏈中高端。

Xi called for unwaveringly carrying out independent innovation, having firm confidence and enhancing the capability in this regard.

習(xí)近平指出，要矢志不移自主創(chuàng)新，堅(jiān)定創(chuàng)新信心，著力增強(qiáng)自主創(chuàng)新能力。

Noting that independent innovation is the only path for China to climb high in global science and technology, Xi urged courageous moves to reach for the "commanding heights" in scientific and technological competition and future development.

自力更生是中華民族自立于世界民族之林的奮斗基點(diǎn)，自主創(chuàng)新是我們攀登世界科技高峰的必由之路。

Xi called for courage to explore the uncharted courses and realize the goal that key and core technologies are self-developed and controllable. "The initiatives of innovation and development must be securely kept in our own hands," Xi said.

敢于走前人沒(méi)走過(guò)的路，努力實(shí)現(xiàn)關(guān)鍵核心技術(shù)自主可控，把創(chuàng)新主動(dòng)權(quán)、發(fā)展主動(dòng)權(quán)牢牢掌握在自己手中。

Also, Xi demanded greater efforts to research and plan for scientific issues that are of fundamental significance and overall importance. Prime resources should be focused and strategic planning made to deal with "key areas and stranglehold problems," Xi said, calling for breakthroughs at the earliest possible date in these fields.

加強(qiáng)對(duì)關(guān)系根本和全局的科學(xué)問(wèn)題的研究部署。在關(guān)鍵領(lǐng)域、卡脖子的地方下大功夫，集合精銳力量，作出戰(zhàn)略性安排，盡早取得突破。

Xi urged overall reform of scientific and technological system, to improve innovation efficiency and inspire innovation vitality. Technological innovation should be accompanied by institutional innovation, Xi said.

Xi called on Chinese scientists to be deeply involved in the global governance in science and technology, offer Chinese wisdom, and make greater efforts to promote the building of a community with a shared future for humanity.

習(xí)近平指出，要深度參與全球科技治理，貢獻(xiàn)中國(guó)智慧，著力推動(dòng)構(gòu)建人類(lèi)命運(yùn)共同體。

Efforts should be made to deepen international exchanges and cooperation, make use of global innovation resources, and establish partnerships featuring win-win cooperation to deal with common challenges concerning future development, food and energy security, health and climate change, Xi noted. While achieving its own development, China will bring benefits to more countries and their peoples and promote balanced development around the globe, Xi said.

要深化國(guó)際科技交流合作，在更高起點(diǎn)上推進(jìn)自主創(chuàng)新，主動(dòng)布局和積極利用國(guó)際創(chuàng)新資源，努力構(gòu)建合作共贏(yíng)的伙伴關(guān)系，共同應(yīng)對(duì)未來(lái)發(fā)展、糧食安全、能源安全、人類(lèi)健康、氣候變化等人類(lèi)共同挑戰(zhàn)。在實(shí)現(xiàn)自身發(fā)展的同時(shí)惠及其他更多國(guó)家和人民，推動(dòng)全球范圍平衡發(fā)展。

Xi encouraged integration into the global innovation network and enhancing opening-up of the country's scientific and technological plans, saying Chinese scientists are encouraged to actively participate in and lead international science plans and projects, and initiate and organize international scientific cooperative programs.

要堅(jiān)持以全球視野謀劃和推動(dòng)科技創(chuàng)新，積極主動(dòng)融入全球科技創(chuàng)新網(wǎng)絡(luò)，提高國(guó)家科技計(jì)劃對(duì)外開(kāi)放水平，積極參與和主導(dǎo)國(guó)際大科學(xué)計(jì)劃和工程，鼓勵(lì)我國(guó)科學(xué)家發(fā)起和組織國(guó)際科技合作計(jì)劃。

Xi called for efforts to create a good environment for innovation, and mechanisms to foster talent and let everybody display their talent.

習(xí)近平強(qiáng)調(diào)，要營(yíng)造良好創(chuàng)新環(huán)境，加快形成有利于人才成長(zhǎng)的培養(yǎng)機(jī)制、有利于人盡其才的使用機(jī)制。

The CAS and CAE should continue to play their role as the state strategic scientific and technological force and work with all in the field in the country to push for strides in development and scale new heights in science, Xi said. Xi urged the academicians to do forward-looking, targeted, and strategic research.

Calling academicians a treasure of the state, pride of the people, and honor of the nation, Xi said he hoped they could gain continuous breakthroughs in key scientific fields.

習(xí)近平強(qiáng)調(diào)，兩院院士是國(guó)家的財(cái)富、人民的驕傲、民族的光榮。希望廣大院士在重大科技領(lǐng)域不斷取得突破。

Party leadership is the fundamental political guarantee of advances made in the cause of scientific innovation with Chinese characteristics, Xi said.

習(xí)近平指出，中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)是中國(guó)特色科技創(chuàng)新事業(yè)不斷前進(jìn)的根本政治保證。

He stressed the role of youth in the future of the country and innovation. "Numerous children in China dream of becoming a scientist. We should make science an appealing career for the young," Xi said.
