中共中央、國務院近日印發(fā)了《關(guān)于全面深化農(nóng)村改革加快推進農(nóng)業(yè)現(xiàn)代化的若干意見》。這是中央自2004年起連續(xù)11年將中央一號文件的主題鎖定在“三農(nóng)”問題。

Chinese authorities on Sunday issued their first policy document of 2014, underscoring the importance of rural reform, developing modern agriculture and maintaining agriculture as the foundation of its economy.

中共中央周日發(fā)布了2014年首個政策性文件，強調(diào)農(nóng)業(yè)改革、發(fā)展現(xiàn)代農(nóng)業(yè)以及繼續(xù)將農(nóng)業(yè)視為經(jīng)濟根本的重要性。

中共中央每年發(fā)布的首個政策性文件（policy document）被稱為“中央一號文件”（No. 1 Central Document）。自2004年起，一號文件連續(xù)11年鎖定“三農(nóng)”主題（three rural issues： agriculture， rural areas and farmers）。

2014年一號文件的四大重要原則：

堅持家庭經(jīng)營為基礎(chǔ)與多種經(jīng)營形式共同發(fā)展

Continue to make household management as the basis of rural operations while develop various forms of management

傳統(tǒng)精耕細作與現(xiàn)代物質(zhì)技術(shù)裝備相輔相成

Make traditional intensive farming and modern technological equipment complement each other

實現(xiàn)高產(chǎn)高效與資源生態(tài)永續(xù)利用協(xié)調(diào)兼顧

Realize coordination between high output and efficiency and sustainable use of resources

加強政府支持保護與發(fā)揮市場配置資源決定性作用功能互補

Strengthen functional complementarity between government support and protection and the market playing the decisive role in resource allocation

文件八大亮點

1. 完善國家糧食安全保障體系 Improve national food security system

2. 強化農(nóng)業(yè)支持保護制度 Intensify support and protection for agriculture

3. 建立農(nóng)業(yè)可持續(xù)發(fā)展長效機制 Establish a long-term mechanism for sustainable agricultural development

4. 深化農(nóng)村土地制度改革 Deepen reform of rural land system

5. 構(gòu)建新型農(nóng)業(yè)經(jīng)營體系 Build a new agricultural management system

6. 加快農(nóng)村金融制度創(chuàng)新 Speed up innovation of rural financial system

7. 健全城鄉(xiāng)發(fā)展一體化體制機制 Improve the mechanism of integrated development of urban and rural areas

8. 改善鄉(xiāng)村治理機制 Improve rural governance
