The 2011 Shenzhen Universiade went drastically over budget, a report by the Shenzhen audit office announced on Thursday.

Some programs of the Universiade failed to come in under or on budget, and some did not even have budgets, with the Universiade as a whole coming in 12.74 million yuan ($2 million) over budget, according to a report by the audit office in Shenzhen that was released on Thursday.

The 26th Summer Universiade was held in Shenzhen, Guangdong province, between Aug 12 and 23, 2011.

The audit office report said the Shenzhen Universiade cost 13.99 billion yuan and brought in a total turnover of 1.21 billion yuan.

Meanwhile, the audit office has found six programs that failed to abide by the regulation that purchases must be conducted collectively by the government and another 56 programs that made unauthorized purchases.

The audit office also found some sponsors donations were poorly allocated and some resources, such as oil for sailing ships and bullets for competitions, were wasted.
