No one deserves to be raped. But then again, if you dress provocatively why do you wonder that some of the reactions are unpleasant, annoying, sexist and worse? People dress not just to cover and protect their bodies; they also dress to make a statement about themselves. Hence the less you don the starker the message you are sending out. Above all, women who dress provocatively should not complain they are being talked about or stared at; it is what they knowingly provoke. There is no excuse for rape but there is no excuse for women to dress sluttily.
