Li Zhanguo introduces building of ‘provincial digital court’ in Zhejiang
Li Zhanguo, president of the High People's Court of Zhejiang Province, talked about "court of the future" in the digital era when attended the seminar on "innovation and reform of litigation models in the digital era" at the Forum on Rule of Law in Digital Economy on May 26.
Li said people's courts in Zhejiang have made many attempts in online judicial auctions, reform of court records and online diversified dispute resolution. Based on the top-level design of "platform + intelligence", the courts in the province has made every effort to build a "provincial digital court" with "online and offline deep integration, intranet and extranet sharing and collaboration, and wired and wireless interconnection" These efforts are mainly carried out in three steps.
First, build an integrated case-handling office platform that connects all units vertically and horizontally, which enables cross-unit "unified online service". Second, the integrated platform allows the extensive application of paperless office in case filing, trial, enforcement, archiving, which forms a full-process paperless case-handling mechanism. Third, adopt the "algorithm + data" method to promote the deep integration of artificial intelligence and judicial activities, and realize all-around "intelligent justice".
Li said that the "provincial digital court" in the future will realize full-life cycle judicial platform, all-time online judicial services, a full-process intelligent judicial model, and an all-around reform of the judicial system, adding that people's courts in Zhejiang will take this forum as an opportunity to enhance communication and cooperation, and realize a higher-level digital justice.
Vice-president of the Supreme People's Court (SPC) Yang Wanming presided over the seminar. Victor Dassi Adossou, president of the Supreme Court of the Republic of Benin, Isaac Lenaola, justice of the Supreme Court of the Republic of Kenya, Biljana Sinanovic, deputy president of the Supreme Court of Cassation of the Republic of Serbia, Aedit Abdullah, judge of the Singapore High Court, Nguyen Hoa Binh, chief justice of the Supreme People's Court of the Socialist Republic of Vietnam, and Song Man Lei, judge of the Court of Final Appeal of the Macao Special Administrative Region of the People's Republic of China, attended the seminar via video link.
