Xingyi city, located in southwest Guizhou province, has earmarked 1 million yuan ($164,700) in emergency funds to support migrant workers that cannot get their salary from their employees.
The salary security system in Xingyi city started in 2006. It asks project developers for 1-3 percent of a total project’s cost and saves it in a reserve fund. If developers are unable to pay migrant worker salaries in time, the money can insure their payment. The Xingyi municipal government currently is conducting investigations on arrears, through which they have checked 151 projects under construction since 2011 and ordered eight enterprises to pay a total of 1.69 million yuan in arrears for 244 rural workers.
