Guizhou province will decrease the weighted value of GDP in appraising the performance of cities and counties, according to the Comprehensive Evaluation Measure on City and County Economic Development recently released by the general office of the Guizhou provincial government.
The GDP weighted value will be reduced from 20 percent to 12 percent, 13 percent and 14 percent for the municipal level, county-level strong economies and county-level weak economies, respectively.
In accordance with the new measure, eight aspects will be evaluated, including economic aggregates, investment scale, industrial development, science and technology improvement, employment, financial income, resident income, ecological environment and resident satisfaction.
Meanwhile, Guizhou will add 14 evaluation indexes, such as per capita GDP, sewage treatment rate and resident satisfaction in economic development.
The government will also adopt a comprehensive index as a scoring method in line with the new measure. The first step is to calculate the score of a single index. The second step is to calculate the comprehensive score. The last step is to use the comprehensive scores to ranks cities and counties.
Guizhou will undertake the comprehensive evaluation twice each year starting in 2014. Economic development and economic quality will be highlighted in the comprehensive evaluation.
