Abstract: In accordance with General Secretary Xi Jinping’s statements on power and responsibility shouldered respectively by leading officials and the people and Marxist world outlook and methodology, by referring to the scholar-officials’ social awareness and the traditional moral values of self-reliance and self-improvement advocated by China’s Confucianism and in light of the experience gained by developed economies in social building, the paper proposes a theoretical framework and basic approach for social construction with Chinese characteristics that urge the major leading officials to bravely shoulder their responsibilities and encourage the general public to become more self-reliant. This paper has accordingly put forward the following three policy options. First, efforts need to be made to ensure that the major leading Party and government officials would be willing to fulfill their duties, by way of raising enrollment requirements on the examinees’ ability and integrity, giving adequate education catering to social and individual needs as well as providing appropriate payment and welfare benefits for the employees. Second, vitality of major leading officials should be invigorated by streamlining administration and delegating powers as well as by creating an integrated governance mechanism. Third, the government needs to allow the people to participate in social building and share in the benefits through an investment-based system relating to people’s basic livelihood, namely the government needs to give first priority to the development of empowerment programs for private investors while supporting the development of social schemes with high consumer demand such as old-age insurances and minimum living allowances through relevant market regulations.
