Senior government officials including Director Xie Xuren of the State
Administration of Taxation, have said repeatedly the nation would reform the
existing personal income tax mechanism. But they have so far neglected to set a
timetable.
Professor An estimated the earliest time a revised system could be
implemented would be by the end of the year.
Tax collection would be based on a person's combined income, instead of
salary alone.
