The bureau said Wednesday that the number of last year's rabies cases was 41.1 percent more than that for in 2003 and was 5.67 times the average annual cases between the 1995-2002 period.

Rabies has been reported in eight cities in the province, the bureau said.

An official with the bureau said that poor oversight of dog-raising, increases in the number of unregistered dogs and fewer dogs being vaccinated all have contributed to the spread of the epidemic.

To prevent rabies from spreading further, the provincial health bureau has issued an emergency circular, demanding that "concerned departments of all levels" kill all dogs that are not vaccinated in areas within a 2.5-kilometer radius of the village where rabiesis reported

The provincial health bureau ordered counties where two or morerabies cases have been reported to kill all unvaccinated dogs. These counties are banned from selling and transferring the killed dogs and are not allowed to import dogs for one year, according tothe circular.
