        Beijing: HK LegCo motions against NPC illegal

        A senior official with the Liaison Office of the Central People's Government based in Hong Kong has warned some HK's Legislative Council (LegCo) members that their bid to reprimand the decision of China’s top legislature is unlawful.

        The official, whose name is not disclosed, said that any move by the Legislative Council members in Hong Kong to advance motions to voice "discontent" or "condemn" the April 26 decision by the Standing Committee of the National People's Congress over Hong Kong's constitutional development is against the law, as well as the constitution.

        The official said it was noticed that some LegCo members had tried to advance a so-called "strong condemnation" motion, and another tried for a so-called "regret and discontent" motion with the NPC Standing Committee decision.

        He said that the moves do not accord with the LegCo's constitutional status as a local legislature and go beyond the limit of its duty and authority.

        The NPC Standing Committee decision on April 26 favors modifying the existing methods for selecting the Hong Kong chief executive in 2007 and forming the Legislative Council in 2008, but rules out universal suffrage for the upcoming two elections.
