        CPC leader stresses inner-Party supervision
        (Xinhua)
        Updated: 2004-03-02 10:17

Wu Guanzheng, a senior leader of the Communist Party of China (CPC), has called on all Party members to thoroughly study and implement its first ever inner-Party supervision regulations made public recently.

Wu, secretary of the CPC Central Commission for Discipline Inspection, said that the Party will continue to expand inner-Party democracy as an important basis for improved inner-Party supervision.

The regulations make it clear that the emphasis should be on supervising the leading Party organizations and officials, which holds the key to solving difficulties in supervision implementation, Wu said.

Wu said the regulations underlined the important role of institution building for inner-Party supervision and also are vital to guarantee the effect of the supervision.

Wu, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said the regulations stress the need for members to abide by both the Party's disciplines and the law.

No organization or individual will be allowed to enjoy privileges above the Constitution and the law, said Wu.

He described the inner-Party supervision as the basis for the outside supervision of the Party, and called on the coordinated combination of both kinds of supervision.

The target of supervision is to strengthen the solidarity and unity of the Party, so supervision of Party members should be combined with the support and protection work. Party members should implement their supervision rights according to the regulations, said Wu.

The implementation of the regulations is a long-term task and should receive much attention from all Party members, he stressed.

The party made public the regulations on Feb. 17 in an apparent bid to improve inner-Party democracy and as part of its efforts to fight corruption.

The 47-article, 10,000-word Regulations of Internal Supervision of the Communist Party of China (CPC) put all the Party's 68 million members, including its paramount leader and top decision-making body, under the Party's supervision.
