Hu Jintao, the Chinese president and the general secretary of the Communist Party of China (CPC), declared Tuesday the concept of the "Three Represents" - initiated by his predecessor Jiang Zemin in February 2000 - as an important theory that the whole nation should study.

The essence of the "Three Represents" is that CPC should dedicate itself to the interests of the public and govern for the benefit of the people, Hu, also president, said in a speech at a symposium on the theory.

The symposium opened Tuesday morning in Beijing to mark the 82nd anniversary of the founding of the CPC.

Members of the CPC's top decision-making body, the Standing Committee of the Political Bureau of the CPC Central Committee, attended the event.

Jiang Zemin, who is now chairman of the Central Military Commission, had promoted the "Three Represents". He said the CPC must always represent "the development trend of China's advanced production forces, the orientation of China's advanced culture and the fundamental interests of the overwhelming majority of the people".

Hu told the symposium the "Three Represents" is Marxism developed to suit China's reality in the 21st century, and a fundamental guideline for the CPC and the Chinese people to learn from the past and advance into the future. It is also meant to keep pace with the times and build a prosperous society in a well-rounded manner.

The important notion contains a scientific forecast on the trend of China's modernization drive, a well-conceived blueprint and a whole set of strategies for the development of socialism with Chinese characteristics.

It also puts forward strategic guidelines and policies regarding China's diplomacy and the overall arrangement for Party building, Hu said.

He urged officials at various levels to set their minds to serving the people wholeheartedly.

Officials should always keep the livelihood of the people in mind and conscientiously implement the policies of the Party and government to lift the needy out of poverty and difficulty.

Hu said the study and implementation of the "Three Represents" is a major political undertaking for the Party and the nation.

Launching the new wave of studying and implementing the important thought is a strategic decision, which was made at the 16th National Congress of the CPC. Officials at all levels should assume exemplary roles in the study and implementation of the philosophy and rally the people for the goal of building a well-developed society in all areas, he said.

Hu said that with relentless persistence, China has brought SARS under effective control and the national economy has maintained a relatively rapid growth.

He attributed the success primarily to the unity and heroic struggle of the whole Party and the entire nation.

Hu urged conscientious efforts in summarizing the valuable experience of the anti-SARS campaign as well as strengthening the development of a public health system and rapid-response mechanisms for dealing with epidemics.
