Only a better income distribution system can guarantee that the fruits of reform and development will benefit all, says an article in Beijing News. The following is an excerpt:
In General Secretary Hu Jintao's report to the 17th National Congress of the CPC, he mentioned that the relationship between efficiency and equality must be properly handled in the primary and secondary distribution of income, and the proportion of residents' income over national income as well as the proportion of labor income over primary income distribution will be gradually raised.
The mention of efficiency and equality in primary income distribution is novel and clearly meant to tackle the present problem.
Previously, we stressed more on efficiency at the expense of equality. If we also highlight "equality" in primary income distribution, it could boost relations between the many interest groups.
We must ensure the fruits of development are shared by all people. Meantime, we should further improve our social aid system such as raising the minimum wage level each year, and exploring ways to build an income protection mechanism for ordinary workers.
