Niujie, whose residents are from 28 ethnic groups of China, is the largest ethnic community in Beijing. Among its population, 12,000 Hui people take up nearly one-fifth. In this unique neighborhood, the Niujie police station has made great efforts in publicity for law enforcement, civil mediation and people-oriented management, effectively elevating their service standards.
The public file record inquiry system, through which crime tipsters and victims can get timely updates about their cases, is well-received by the public. Information like case-filing, names of policemen and their contact numbers are all published on the Internet, open to the public. In November 2010, the Beijing Public Security Bureau initiated a new mechanism in Xicheng District to publicize police affairs, centered on making case-filings public. Under the new requirements, the Niujie police station has improved internal training and refined their operation details to make the case filing more accessible to the public.
Diligent work attitude
What's impressive about the Niujie police station is the enthusiasm of its officers and their detail-oriented work attitude. Two civil mediators, Ma Chang'en and Bai Shenyuan, both nearly 70 years old, still hold their positions. In an ethnic community like Niujie, disputes between Hui people and Han people, if not handled properly, can easily result in ethnic conflicts. So far, their small civil mediation room has received more than 300 neighborhood residents, handling on average 20 disputes every month.
A people-oriented management model
A people-oriented spirit can be discovered in many subtle places in the Niujie police station. Evaluation machines are set up in the reception areas; rules showing the rights and obligations of the police staff are posted on the wall; video surveillance provides protection when female suspects are examined. The Niujie police station has improved significantly in terms of infrastructure and working mechanism. Adopting "serving the people" as its purpose and "promoting social harmony and stability" as its main focus, the Niujie police station will continue to enhance its law enforcement ability.
